    A three-judge panel has cleared a serial rapist, whose case once triggered a political firestorm, for conditional release from the Minnesota Sex Offender Program, but the state Department of Human Services said Tuesday that it would appeal.     A replacement crude oil pipeline across northern Minnesota could be completed by the end of 2019, even with a delay approved by the state Public Utilities Commission. The PUC on Tuesday bumped back the date it wants to receive a report from March 30 until April 23.     CARLISLE, Ark. — Investigators say a central Arkansas man fatally stabbed his wife after she changed the TV channel from a football game he was watching while he went outside to smoke. Tony Thomas, 58, of Carlisle, was charged Monday with capital murder. Investigators said he admitted killing his wife, Elke, during an argument after she switched the TV channel in November.
