JOB SUMMARY:

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

DUTIES:

Perform ICD-9 and CPT coding for reimbursement.

Analyzes all medical records to determine the completeness of records in compliance with procedural requirements.

Codes medical records by determining and sequencing codes to reflect the resources used in the care of patients.

Reviews visits for completeness and accuracy to ensure the correct data elements are present prior to approving visits in the coding quqaue.

Performs other position related duties as assigned.

QUALIFICATIONS REQUIRED:

BASIC REQUIREMENT(S):

GS-04: One (1) year of general experience; OR, Two (2) years above high school.

GS-05: One year of specialized experience equivalent to the at least the GS-04 grade level OR four (4) years of education above high school.

GS-06: One year of specialized experience equivalent to the at least the GS-05 grade level.

GS-07: One year of specialized experience equivalent to the at least the GS-06 grade level.

GENERAL EXPERIENCE: (All positions except Reporting Stenographer, Shorthand Reporter, and Closed Micro-phone Reporter)--Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

SPECIALIZED EXPERIENCE DEFINED:

For GS-05: Knowledge of standardized medical records procedures, regulations, methods and requirements to perform a full range of medical records clerical assignments. General knowledge of the procedures, rules, operations, sequence of steps, documentation requirements, functions and workflow to process medical records, to review records for accuracy and completeness and to keep track of processing deadlines. A basic understanding of human anatomy and physiology and knowledge of medical record terminology to code records.

For GS-06: Organizes and checks medical records for completeness, accuracy and compliance with regulatory requirements. Assembles patient's medical record and ensures the medical record is complete and accurate. Works independently reviewing and completing visits in the Electronic Health Record Coding Queue. Correcting various Patient Care Component (PCC) error reports before transmission of data and ensures errors are corrected in a timely manner. Reporting any outstanding problems/errors to the supervisor. Knowledge of well-established medical records procedures, regulations and principles to carry out a variety of medical records functions. Knowledge and skills in applying medical terminology, accepted medical abbreviations, and do not use abbreviations.

For GS-07: Comprehensive knowledge of the structure of physiology and major anatomical system and major disease processes of each. Extensive knowledge of medical record classification systems and references such as the ICD-9-CM, CPT, and HCPCS coding systems, Diagnostics Related Groups (DRG's system), Physicians' Desk Reference (PDR) medical dictionaries, manuals, textbooks and glossaries to accurately code and classify diseases, operations and other medical procedures. Extensive knowledge in the medico-legal aspects of medical record systems. Knowledge of the Privacy Act of 1974 in regards to the incumbents' rights, responsibilities and possible penalties when patient confidentiality is violated.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
