    With elections a week away and threat of a lawsuit still hanging, the Cherokee Tribal Council is considering a proposed budget that includes a pay raise of nearly 5 percent for its members. The budget, prepared by outgoing Principal Chief Michell Hicks, suggests raising the pay for councilmembers from $80,800 to $84,511, with the proposed salary for the chair and vice chair reaching $90,547 and $87,529, respectively.     BILLINGS -- A Wyoming man accused of shooting and killing a Pryor couple who had stopped to give him roadside help is facing additional charges in U.S. District Court in Billings.   • Man admits role in '98 murder on Seneca reservation

    ROCHESTER, N.Y. (AP) — A Rochester man has admitted to his role in a drug conspiracy that led to a murder on the Seneca Indian Reservation. The U.S. Attorney’s Office says 39-year-old Angelo Cruz pleaded guilty Tuesday in federal court to conspiracy to distribute 280 grams or more of crack cocaine.
