PRIMARY FUNCTION:

The Red Lake Band of Chippewa Indians are expanding its domestic violence and crime victim's services, to help manage expanded grants and data management needs. This position will be a domestic violence crime victim fund grant and data management specialist and will help reduce the burden on our current crime victims' advocates, so they can focus on the needs of crime victims. Reports to Director of Public Safety, full time with benefits, salary; DOQ.

ESSENTIAL RESPONSIBILITIES & DUTIES:

• Manage office functions for the crime victim services program.

• Assist staff with daily office duties such as data management, customer service.

• Able to develop methods of gathering information for research and data collection.

• Prepare quarterly or semi-annual progress reports.

• Increase program access to statistical information in law enforcement needs for developing, planning of policies and procedures to improve crime victim services to tribal community members.

• Share compiled statistical information with other crime victim centered tribal programs seeking victim improvements and data driven funding.

• Monitor award requirements and ensure that all award terms and condition are adhered to.

• Complete and submit quarterly and annual narrative and financial reports on a timely basis.

• Develop a plan for collecting and submitting performance measure data, process and analyze data on crime victim services.

• Establish and maintain computer database of crime victim services data.

• Utilize the standard performance measurement tool supplied by DOJ OVC to monitor and report effectiveness of the crime victim services program.

• Assist in establishing and implementing a program to provide emergency assistance to youth secondary crime victims.

• Work with direct grant partners, including crime victim advocates, law enforcement, Equay Wiigamig Women Shelter, and Red Lake School District staff.

• Work with a larger multi-disciplinary team to improve coordination and delivery of services for community members.

• Ensure all award terms and conditions are met, and that data on victim services are appropriately tracked and measured to determine success of victim service efforts.

• Experiences in domestic violence and crime victim advocacy, law enforcement, program management, data analysis and performance measure reporting.

• Performs other duties as assigned.

EDUCATION/WORK EXPEREINCE/QUALIFICATIONS:

• B.S. or advance degree in law, law enforcement, data management, program management, or related field preferred, and or 3 years of experience working with crime victims and domestic violence services. Combination of education and experience will be considered

• Knowledge of the Violence Against Women Act (VAWA)

• Knowledge of the Victims of Crime Act of 1984 (VOCA), and the OVC tribal set-aside program

• Familiarity with domestic violence and crime victim service programs.

• Detail-oriented, with an ability to manage and analyze data and information

• Skill with microcomputers and spreadsheets, and online grant management systems.

• Ability to manage federal award terms and conditions.

• Must be well organized and able to work well with others.

• Employment contingent upon successfully passing Pre-Employment Drug/A1cohol Test and Background Check.
