PRIMARY FUNCTIONS:

The Tribal Regulatory Cannabis Agency (TCRA) is seeking a dedicated and experienced individual to serve as Commissioner in the regulation of legal adult use cannabis, medicinal cannabis, and hemp, within the Red Lake Reservation. As a Commissioner, you will play a pivotal role in shaping and overseeing the cannabis and hemp industries within the Red Lake Reservation, ensuring compliance with Tribal laws and regulations, and safeguarding the health and well-being of our community. Commissioners of the Tribal Regulatory Cannabis Agency (TRCA) will have the responsibility for building a new Tribal agency for the Red Lake Band and play a key leadership role in establishing and regulating an emerging new cannabis industry on Red Lake lands. This position reports directly to the Red Lake Tribal Council. Commissioners oversee regulatory functions guided by the TRCA Director such as planning, policymaking, compliance, enforcement, and licensure. This position will ensure TRCA activities align with Tribal codes and ordinances governing the agency and industry. Occasional travel required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Policy Development: Collaborate with agency staff and tribal leadership to develop and update cannabis and hemp regulations, policies, and procedures to protect tribal interests and promote industry growth.

• Licensing and Permitting: Oversee the application, review, and approval process for cannabis and hemp licenses and permits, ensuring applicants meet all necessary requirements.

• Compliance Monitoring: Conduct regular inspections and audits of cannabis and hemp businesses to verify compliance with tribal regulations, including security, quality control, and environmental standards.

• Community Engagement: Foster positive relationships with tribal members, cannabis industry stakeholders, and the broader community by addressing concerns and providing education about cannabis and hemp regulations.

• Enforcement: Collaborate with law enforcement agencies to investigate and address violations of tribal cannabis and hemp regulations, taking appropriate enforcement actions when necessary.

• Data Analysis: Analyze industry data and trends to inform regulatory decisions, monitor market dynamics, and identify areas for improvement.

• Public Health and Safety: Work to protect public health and safety by implementing and enforcing product safety standards, labeling requirements, and responsible advertising guidelines.

• Environmental Stewardship: Promote sustainable cultivation and production practices that minimize environmental impact and protect tribal lands.

• Budget Oversight: Manage the agency's budget, allocate resources effectively, and ensure fiscal responsibility in agency operations.

EDUCATION/ QUALIFICATIONS:

• Bachelor's degree in relevant field (e.g., law, public policy, business administration).

• Extensive experience in regulatory affairs, preferably in the cannabis, hemp, or related industries.

• Strong understanding of tribal sovereignty and the ability to work within the tribal legal framework.

• Exceptional communication and interpersonal skills.

• Proven leadership experience and the ability to work effectively with diverse stakeholders.

• Knowledge of state and federal cannabis and hemp regulations is a plus.

• Employment contingent upon successfully passing Pre-Employment Drug/Alcohol Test and Background Check
