Four northern Wisconsin tribes have filed a federal lawsuit against Gov. Scott Walker, the state and town officials over the taxation of reservation lands. The tribes argue the state and towns don’t have the right to tax reservation lands. Cigarette sales on the Winnebago Indian Reservation can still be regulated in some ways, even though tribal reservations are considered sovereign territory, attorneys for the state of Nebraska argued Monday in federal district court in Omaha. Assistant Attorney General Daniel Muelleman said the two companies that manufacture and distribute the cigarettes on the Winnebago's territory aren't actually part of tribe. MINNEAPOLIS — The first of more than 200 homeless people are expected to move Tuesday from a camp in south Minneapolis to three large heated tents near the Franklin Avenue light-rail station.
