    The Red Lake Tribal Council has declared a Public Health Emergency on the reservation due to the large-scale trafficking and addiction of illegal drugs. Within a resolution passed by council members, the band will now allow banishment of tribal members and exclusion of non-tribal members in “appropriate circumstances.” During a tribal council meeting on July 11, Chairman Darrell Seki Sr. expressed concern over a rash of opiod overdoses, addictions and dealings of dangerous drugs within the reservation, according to a press release.     BEMIDJI—A Redby man who arranged to meet and have sex with an undercover officer he thought was a child will not spend any more time in jail. Gary Lee Cobenais, 43, received a stay of imposition Monday during sentencing. He spent 68 days in the Beltrami County Jail following his April arrest.
