    Tourney was a smashing success. Organizers had been watching the weather forecast for days, and it didn't look good.     BEMIDJI -- A Backus man was killed after being hit by a tire that came off a dump truck while he was believed to be retrieving his mail the morning of June 17. Charles Linn, 74, was transported to a St. Cloud hospital, where he died, the Cass County Sheriff's Office said in a release.     For many Minnesota anglers, the walleyes they seek today began years earlier in jars of fertilized walleye eggs at 11 state fish hatcheries.     Members of the Cherokee Nation are headed to the polls this week. The position of Tribal Chief, Deputy Chief and eight tribal council seats are on the ballot.     Last week leaders of the Flandreau Santee Sioux tribe moved to legalize marijuana on the reservation.
