  • Evidence lost in Minneapolis fire could affect court cases

    May 19, 2015

The small, smoky fire burned only a short time in the Minneapolis Police Department’s property room last month, but its path of destruction could have long-term results. By the time the flames were out, more than 24,000 pieces of evidence secured in manila envelopes had been damaged or destroyed. But quick and creative action by firefighters and property room staffers saved shelf after shelf of additional investigative work. The fire, discovered when nearby 911 operators smelled smoke about 1 a.m. on April 13, most likely was started by a f...

  • Deadly Waco shootout puts spotlight on sinister side of American motorcycle club culture

    May 19, 2015

Former undercover agent Jay Dobyns says people can be forgiven for thinking Sunday's biker bloodbath in Waco, Texas, was a throwback to a bad 1970s movie. The shootout — which killed nine people and wounded 18 — seemed aberrant because the public image of many motorcycle gangs has been burnished in recent years thanks to the many largely benign bike enthusiasts who've co-opted some of the same clothing and style. http://www.startribune.com/waco-shootout-puts-spotlight-on-motorcycle-club-culture/304159041/...

  • New task force takes up potential MNsure changes

    May 19, 2015

A new task force will take up some of the biggest potential changes to the state’s MNsure exchange after lawmakers this weekend couldn’t reach agreement on several competing proposals. A massive spending bill for health and human services does not include House Republican plans to shift MinnesotaCare enrollees to the health exchange next year, nor does it include a Republican proposal to shut down MNsure in 2017. DFLers in the Senate, meanwhile, didn’t get their wish for MNsure to become more of a traditional state government agency. The MNsur...

  • Stroke survivors are embracing yoga

    May 19, 2015

Michelle Brusseau was only 16 when she had a massive stroke. A blood vessel tore in her brain and took away her ability to walk, talk and hold up her head. That was 12 years ago. Today she walks, talks and holds her head high. And for the past six months, she has been doing yoga therapy as part of her rehabilitation. “It makes you feel good, like, happy, not tired,” Brusseau said. http://www.startribune.com/stroke-survivors-are-embracing-yoga/304149851/...

  • Bakk shares blame for likely special session

    May 19, 2015

On May 1, 2015, Senate Majority Leader Tom Bakk stood next to Governor Mark Dayton in the chamber of the Minnesota Senate and said sending Dayton budget bills he would veto would be "...a waste of everybody's time." Moments later, Dayton confirmed he would not sign an education bill which did not contain funding for his goal of universal preschool. Bakk did not respond to Dayton's comment. http://www.startribune.com/bakk-shares-the-blame-for-likely-special-session/304170611/...

  • Vancouver oil spill report predicts dire consequences for Burrard Inlet

    May 19, 2015

An oil spill near the Lions Gate Bridge would pollute the shoreline all along the Burrard Inlet within a matter of hours, a new report commissioned by the cities of Vancouver and Burnaby, and the Tsleil-Waltuth Nation has found. The computer modelling by Genwest Systems Inc., from Edmonds, Wa, looked at the potential trajectory of an oil spill occurring in the inlet. The package of information was gathered together to fight Kinder Morgan's Trans Mountain pipeline expansion and the rise in tanker traffic the proposed pipeline would bring to the...

  • EPA involved in 2014 pipeline leak investigation

    May 19, 2015

MANDAREE – The Environmental Protection Agency is investigating whether Crestwood Midstream violated the Clean Water Act last year when a pipeline spill leaked about 1 million gallons of brine on the Fort Berthold Indian Reservation. The EPA has issued Crestwood Midstream and Arrow Pipeline a Notice of Potential Violation for the July 2014 pipeline spill near Mandaree. The notice states that the brine flowed in a stormwater ditch and then a ravine before entering an unnamed tributary and traveling about a mile north through a series of b...

  • Life full of promise vanishes without a trace

    May 19, 2015

In a 2009 documentary, Misty Faith Potts sits in a sun-drenched Alberta forest and speaks confidently about the safety of her home reserve. “Bad things happen in the world, but not here,” says the aspiring PhD student in the film wanorazi yumneze, which is about the clash of industry and indigenous values. “The creator will always protect us.” Six years later, in those same woods, Ms. Potts’s family and friends are scouring the underbrush for any sign of the 37-year-old mother, once the academic pride of her community, who has been missing s...

  • Rep. Young stirs questions in Indian Country in two hearings

    May 19, 2015

Rep. Don Young (R-Alaska) is well-known for his defense of tribal self-determination but in just two hearings he has managed to inject uncertainty into his legacy. The first salvo -- or "fusillade" as Assistant Secretary Kevin Washburn put it -- came on April 22. He invited an attorney from Alaska whose opposition to Native sovereignty has earned him comparisons to the Ku Klux Klan to testify about federal recognition and allowed lawmakers to question the legitimacy of dozens of tribes. "I've heard some really troubling things at this...

    May 19, 2015

Tensions remained high Monday on a Quebec reserve after a mixed-race couple and an 11-year-old boy were driven out of their home by protesters a day earlier. There are conflicting views as to why some residents of the Kahnawake reserve near Montreal wanted Amanda Deer and her non-native boyfriend to leave. http://www.cbc.ca/news/canada/montreal/amanda-deer-non-native-boyfriend-driven-from-kahnawake-home-by-protesters-1.3077894...

  • Hearing to decide what to do with $380 million in Native American USDA settlement

    May 19, 2015

FARGO -- A federal judge in Washington, D.C., has set a June 29 hearing to consider what to do with $380 million in unclaimed funds generated in a discrimination case against the U.S. Department of Agriculture by Native Americans. U.S. District Judge Emmet G. Sullivan has asked members of the class action suit and heirs to submit comments by June 15. The Native Americans in October 2010 settled a class action lawsuit called Keepseagle v. Vilsack, named for Marilyn Keepseagle of the Standing Rock Reservation in North Dakota. Other plaintiffs...

  • Cheyenne River Reservation Roadways Impacted by Recent Rains

    May 19, 2015

EAGLE BUTTE, S.D. – (DRG News) Motorists traveling on the Cheyenne River Indian Reservation should note that rainy weather the past few days has resulted in at least one road closure. CRST Emergency Response Coordinator Harold Tiger says BIA Route 7, which was recently closed, remains shut down today because a bridge over Virgin Creek is underwater north of the Promise community. Tiger also says water that was running over the Armstrong County Road is subsiding, but the road surface remains in bad shape and there is water in ditches along t...

  • Appeals court rules against tribal jurisdiction in school cases

    May 19, 2015

The 8th Circuit Court of Appeals ruled against tribal jurisdiction in a pair of cases involving public school districts. Tribes, generally, lack jurisdiction over non-Indian entities. But the Montana v. US decision in Montana v. US lays out two exceptions -- one for "private consensual relationships" and another for activities that threaten or affect the "political integrity, the economic security, or the health or welfare of the tribe." In the first case, the 8th Circuit held that the Turtle Mountain Band of Chippewa Indians lacks...

This decision took place on May 11 and is already showing the impact it has on regions across New Mexico. This outcome stemmed from an earlier situation involving a Pojoaque police officer who was deputized in Santa Fe County. http://www.kob.com/article/stories/s3799027.shtml#.VVsrSVIeroj...
