The Obama administration on Thursday outlined how schools and colleges should manage relationships with police who work on their campuses, a move that comes in response to violent episodes that have stoked debate about whether law enforcement officers are keeping schools safe or arresting children for no good reason. Police officers can be a force for good in a school by building strong relationships with students, Education Secretary John King said in a call with reporters Wednesday. But too often they become de facto disciplinarians leading...

An association of private schools alleges that the D.C. government is illegally subjecting preschool teachers to random drug and alcohol testing, arguing in a lawsuit that the policy is a violation of the employees’ constitutional right to privacy. The Association of Independent Schools of Greater Washington — a nonprofit group of 75 regional private schools — filed suit Tuesday in the U.S. District Court for the District of Columbia, alleging that the drug tests unfairly single out preschool teachers at the city’s private schools. In December 2013, Colleen Walsh, a social-studies teacher at Leadership and Public Service High School in Manhattan’s Financial District, called one of the school’s four deans in charge of discipline. She had just had a short, heated dispute in the hallway with a 17-year-old student who had his cellphone out, a violation of school rules. Walsh, then 27, was an energetic teacher, entertaining and assertive, but something about the way she spoke to the young man, who was not her student, infuriated him. A junior who could be exceptionally cha...

DULUTH -- Assessed as he was administered his morning medications on Dec. 7, Joseph Leo Zak passed the eye test at 7:15 a.m. by appearing as his "normal, smiley" self. Those were the words of a group home staff member during an investigation into the disappearance that day of Zak, who would now be 35 years old.
