SCHOOL RESOURCE OFFICER

DEPARTMENT OF PUBLIC SAFETY

Open: February 27, 2023 – until filled.

PRIMARY FUNCTIONS:

Responsible for "keeping the peace" in the high/elementary school so students can learn; provide guidance to students and act as a link to support services both inside and outside the school environment; provide the school with an additional resource by sharing their expertise in the law related education classroom; and assure a safe and orderly environment, reports to Director of Public Safety, Full-time position with benefits, Salary; DOQ

ESSENTIAL RESPONSIBILITIES & DUTIES:

• In addition to their sworn responsibilities as a law enforcement officer, the police school resource officer will abide by school board policies and shall consult with and coordinate activities through the school principal but shall remain fully responsive to the chain of command of the Red Lake Tribal Police Department in all matters relating to employment and supervision. In the event of any discrepancy between school board policies or the school principal and police department policy or orders, the school resource officer shall follow the Red Lake Tribal Police Department policy and orders

• Develop expertise in law-related education

• Encourage individual and small group discussions about law enforcement related matters with students, faculty, and parents

• Refrain completely from functioning as a school disciplinarian. If the principal believes an incident is a law violation, they shall contact the police school resource officer who shall then determine whether law enforcement action is necessary

• Attend meetings of parent and faculty groups to solicit their support and understanding of the police resource program and to promote awareness of law enforcement functions

• Make themselves available for conferences with students, parents, and faculty members to assist them with problems of a law enforcement or crime prevention nature. (Nothing herein requires that confidential information obtained be disclosed.)

• Be familiar with all community agencies, which offer assistance to youths and their families such as mental health clinics, drug treatment centers, etc. and may make referrals when appropriate

• Confer with principal to develop plans and strategies to prevent and/or minimize dangerous situations on/or near the campus or involving students at school related activities

• Performs duties as determined by the principal other than those regularly assigned to school personnel such as lunchroom or hall duty. (Nothing herein, is intended to preclude the officer from being available in areas where interaction with students is expected.)

• Take law enforcement action as necessary and notify the principal as soon as possible

• Give assistance to police officers in matters regarding the duties of resource officer whenever necessary

• Promote citizen awareness of law enforcement efforts, to assure the peaceful operation of school related programs, and to build support with students, police school resource officers will, whenever possible, participate in or attend school functions

• Police school resource officer will reaffirm their roles as law enforcement officer by wearing their uniforms unless doing so would be inappropriate for scheduled school activities or unless directed otherwise by police department policies or orders. The uniform will also be worn at events where it will enhance the image of the officer and their ability to perform their duties

EDUCATION/WORK EXPERIENCE/QUALIFICATIONS:

• Prefer a two (2) year degree in Law Enforcement from a vocational/technical college or a four (4) year degree in Law Enforcement from a state or accredited college or diploma from a Police Academy recognized by the State of Minnesota P.O.S.T board or successful completion of a academy sponsored by the Bureau of Indian Affairs

• Must have Valid Driver's License

• Requires a thorough knowledge or the ability to acquire such knowledge in a relatively short period of time, street and county road systems, geography of the Red Lake Reservation and the location of buildings and areas requiring special law enforcement services

• Must have considerable knowledge of applicable laws, ordinances, and departmental rules and regulations and constitutional rights of individuals

• Must have the ability to give verbal and written instructions and make sound judgements in evaluating situations and making decisions

• Must have considerable knowledge of modern law enforcement methods and procedures

• Requires the ability to deal tactfully but firmly with offenders, suspects, witnesses, and general public

• Should be able to establish and maintain an effective working relationship with superiors

• Knowledge of record keeping and reporting system

• Skill in operation of specialized Law Enforcement equipment

• Ability to meet physical and psychological requirements

• Ability to work long hours

• Be prepared to respond to emergency calls and request of service on off-duty hours
