ADMINISTRATIVE OFFICER
RED LAKE BAND OF CHIPPEWA INDIANS

PRIMARY FUNCTION:
Administrative Officer will be in charge of overseeing the administrative decisions for quality assurance. Responsible for coordinating the operations of programs that support band operations to make procedures: efficient, ethical, and of benefit to the Band's program. Those programs include; Human Resources, Information Technology, Grant Writing, Self-Governance and other similar programs as requested. Reports to the Executive Administrator, full-time position, w/benefits, salary; DOQ.
ESSENTIAL RESPONSIBILITIES & DUTIES:
Program Development
• Coordination of programs operations that are meant to support tribal government operations
• Develop, implement and manage procedures for operations that work under our current governmental structure for all programs
o Develop, implement and manage procedures for operations that work under any future governmental structure we may have (can be an entirely new procedure and is in preparation for CRI's completed project)
o This includes conforming and developing fiscal and physical internal controls that in accordance with OMB super-circular
o Serve as the Self Governance Coordinator at the tribal level and data keeper for the national Self Governance team
• Serve as the decider in Human Resource Grievances as prepared by Human Resources Department and able to write well written narrative ruling
• Work closely with each program in the administrative portion of the organizational chart to increase efficiency and operations
• Serves as the business manager of the band along with the executive director and can approve leave donations, time cards, purchase orders, early check requests
• Responsible for upkeep and monitoring of band wide computer programs and systems
• Update Chairman and other Council members on progress and obtain guidance from the Council on matters
Fiscal Management
• Works closely with accounting in order to increase efficiency and to maximize the Band's purchasing power
o Provides data and coordination on plans to enhance purchasing power, both internally and with other tribes
• Update the Treasurer with progress regularly and work closely to develop procedures and practices
Personnel Management
• Handles the day-to-day operations of the government center
• Is the front line supervisor of the government center staff
• Works in cooperation with the executive director and program directors in collaboration to develop procedures
• Responsible for administration and update of the personnel policy and directors manual on an annual basis
• Other duties as assigned
EDUCATION/WORK EXPERIENCE/QUALIFICATIONS:
• MBA or any Master's degree preferred, four year degree is the minimum
• 3 year experience in management capacity, supervisory and fund raising experience
• Knowledge or ability to learn accounting practices
• Knowledge of Tribal Government, BIA and State guideline requirements
• Excellent communication skills, including writing ability
• Good organizational skills
• Must be flexible in varied working situations
• Must have valid Minnesota Driver's License and current auto insurance
• Employment is contingent upon passing a pre-employment drug test and background check
