NOTICE OF AN ADVISORY VOTE

TUESDAY, NOVEMBER 8, 2022

PURSUANT TO RESOLUTION NO. 230-2022

TO: MEMBERS OF THE RED LAKE BAND OF CHIPPEWA INDIANS

Notice is hereby given of an Advisory Vote to be held by secret ballot on Tuesday, November 8, 2022, on the question as to whether the sale of alcoholic beverages should be permitted at the Seven Clans Casino located in Thief River Falls.

The following question shall be submitted to Red Lake Band members through an advisory vote:

"Should the sale of alcoholic beverages be permitted at the Seven Clans Casino located at Thief River Falls?"

Any enrolled member of the Red Lake Band 18 years of age and over on voting day shall be entitled to vote.

Polls will be open between 8:00 a.m. and 8:00 p.m. at the following Reservation polling places:

PONEMAH FIRE STATION

REDBY-OSHKIIMAAJITAHDAH MAKWA ROOM

RED LAKE-4-DIRECTIONS DEVELOPMENT LOBBY

LITTLE ROCK HEALTH STATION

The Tribal Secretary's representative will send a ballot to each eligible voter of the Red Lake Band whose address is known along with a copy of this Advisory announcement. Ballots must be mailed to and received by the Advisory Board, (P.O. Box 544, Red Lake, MN, 56671) on or before 8:00 p.m. on Tuesday, November 8, 2022. Addresses shall be updated with the Enrollment Department no later than Friday, September 9, 2022.

On, November 8, 2022 the advisory absentee ballot board shall be available 8:00 a.m. to 8:00 p.m. to receive/distribute in person absentee ballots at the Red Lake Nation Government Center, Red Lake, Minnesota.

Members of the Advisory Absentee Ballot Board will be available from 8:00 a.m. to 8:00 p.m. on Friday, November 4, 2022 at the following locations for the purpose of distributing and receiving ballots:

RED LAKE EMBASSY - MINNEAPOLIS

RED LAKE URBAN OFFICE – DULUTH

OSHKIIMAAJITAHDAH OFFICE – BEMIDJI

The Tribal Council will appoint an Advisory Board and the Advisory Absentee Ballot board who shall certify the results of the Advisory Vote. The Advisory Board shall publish and post the results of the election in each voting district, and in other public places throughout the Reservation for the information of Tribal members.

We, the undersigned Chairman and Secretary of the Red Lake Tribal Council, hereby certify that the above Notice of Advisory Vote was duly presented and approved at a Special Tribal Council Meeting held on Thursday, August 18, 2022, with a quorum present, at Seven Clans Event Center, Red Lake.
