FACILITIES MANAGER

RED LAKE BAND OF CHIPPEWA INDIANS

PRIMARY FUNCTION:

The Facilities Administrator is responsible for the operation and upkeep of the physical structures, utilities, streets and surrounding grounds operated by the Red Lake Band of Chippewa Indians. The Facilities Administrator is concerned with the technical operations of the Red Lake Agency Buildings, Red Lake Criminal Justice Complex, Red Lake Healing Center, Red Lake Family and Children Services, Red Lake Department of Natural Services, Five (5) Rental Units, Red Lake and Ponemah Fire Halls, physical plants, planning and coordinating total plant operations, correcting mechanical failures, maintaining all plant facilities and maintain preventive practices to disruption of vital services are minimized, Reports to Division of Public Works Commissioner. ESSENTIAL RESPONSIBILITIES & DUTIES:

• Maintain up-to-date electronic and hard copy files of all job/projects

• Maintain and update the Department of Interior/Bureau of Indian Affairs (BIA) Maintenance and Operations Data Software systems

• Maintain thermostatic controls for climate control, order fuel as necessary

• Responsible for inspections of all structural, mechanical and electrical to identify and recommend repair needs

• Maintain data records for boilers, HVAC unit, emergency power sources and all other areas as required within data system

• Oversee and/or perform duties associated with scheduling, organizing, and operating complex conferences, seminars, and events, including arranging with vendors for services, overseeing the production and distribution of materials, administering logistics, and managing events within budget

• Maintains financial integrity of facility operations by analyzing supply and inventory usage, managing employee time, facility expenditures, on a regular basis to determine problem areas, potential savings and ways to reduce cost

• Prepares all internal and external reports as required by Federal/State/Local agencies in a timely manner

• Coordinate and monitor routine maintenance services completion. Plan and coordinate office moves and/or minor renovation projects

• Administers and directs maintenance programs and operations for all State facilities; develops and recommends new/revised policies, procedures, programs, goals and objectives; negotiates and writes contracts

EDUCATION/WORK EXPERIENCE/QUALIFICATIONS:

• Post-secondary courses in accounting/business administration, plus 1 to 3 years of related experience

• Three year experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors

• Boiler certification must be obtained within one (1) year of hire and certification must be maintained during tenure in position

• One (1) year experience and knowledge of computer systems and software to include the use of Microsoft Office products

• Must be available to organize facilities staff outside of normal work hours should a critical facility system fail

• Ability to make independent decisions and prioritize requests

• Ability to prioritize, multi-task, and assign work to others

• Outstanding written and verbal communication skills which demonstrate the ability to communicate to technical and non-technical audiences, convey key insights from analysis in business terms, and work effectively with team members and partners from all levels of the organization
