PRIMARY FUNCTION:

Under general supervision of the Facilities Maintenance Manager, the purpose of the position is to manage and provide oversight and maintenance of the Red Lake Facility Buildings and Grounds, which includes the Red Lake Criminal Justice Complex, the Red Lake Healing Center, Red Lake BIA Agency buildings, Red Lake Family & Children Services, Red Lake Department of Natural Resources, five (5) Rental Units and the Red Lake and Ponemah Fire Halls. The Building and Grounds Superintendent shall maintain and update the Department of Interior/Bureau of Indian Affairs (BIA) Maintenance and Operations Data records as well as be the direct Maintenance contact for building occupants by entering Maintenance requests into the BIA Facilities Department Maintenance Software system. Supervise emergency, routine and preventative maintenance and/or repair of the buildings' physical plant and utility systems. The Building and Grounds Superintendent will also be responsible for providing maximum operating efficiency and comfort of all Red Lake Facility Properties. Reports to Facility Manager. ESSENTIAL RESPONSIBILITIES & DUTIES:

• Ensure the oversight of all Facility buildings and property

• Ensure and maintain the oversight of all Facility property, grounds which may include sweeping the parking lots, snow removal and mowing the lawns, fertilization and aeration of building grounds

• Follow all health/safety requirements including lockout/tag out when working with chemicals, gas, electric and/or power tools

• Required to operate and maintain gas and electric power equipment such as lawnmowers, saws, drills and sanders while observing safety requirements

• Complete assigned work orders as assigned in the work order system by performing the work, cleaning the work area, and documenting time and materials

• Must have the ability to troubleshoot building equipment

• Shall be able to perform routine maintenance on hot water systems and furnaces and observe the temperature and pressure to ensure safe operations of hot water systems and make all necessary adjustments

• Shall be responsible for all preventative maintenance of all properties

• Must be available on weekends and nights when work performance is needed

• Repair and maintain the physical structure and equipment of Facility Properties

• Complete the BIA Annual Safety Self Evaluation

• Ensure that all mandatory inspections are completed in accordance with requirements; including fire, tornado, boiler, back flow preventer and other disaster drills and events

• Monitor electrical panels, fire alarms and security systems, and act as first responder for any alarms and/or security calls

• Maintain thermostatic controls for climate control, orders fuel as necessary

• Maintain data records for boilers, HVAC unit, emergency power sources and all other areas as required within the data system

• Assist in the completion of daily work orders, maintenance of grounds and cleaning of complex

• Enter all work requests into the MAXIMO system

• Monitor and track all work orders to ensure all projects are completed in timely fashion

• Obtain quotes and bids with outside vendors for building repairs and renovations in accordance with the Tribe's Accounting Procedures Manual

• Aid with the review, modification and/or development of department policy and procedures that govern the operations of the Facility departments

• Review and submit for payment all facility maintenance invoices and monitor the Operations & Maintenance budget and assist with development of the annual budget proposal

• Supervises Head Custodians, Custodians, and other maintenance personnel

• Assigns employees to various cleaning and maintenance tasks and plans work schedules

• Inspects painting, carpentry, plumbing, electrical and other mechanical maintenance and construction work performed by private contractors, custodial, or maintenance employees

• Inspects and supervises the maintenance of boilers and HVAC systems

• Prepares tentative budget estimates for custodial and maintenance employees

• Directs the maintenance and upkeep of facility grounds, including lawns, shrubbery, walkways and parking areas

• Keeps records and makes reports of building operation and maintenance

• Participate in any seminar/training that pertains to the position to increase job knowledge as required

• Schedule training for Facility personnel in accordance to annual training requirements

• Perform related duties as directed

EDUCATION/WORK EXPERIENCE/QUALIFICATIONS:

• High school diploma, HSED or GED required

• supplemented by 1 year of vocational/technical training in a maintenance field

• one (1) year experience and knowledge of computer systems and software to include the use of Microsoft Office products

• Boiler certification must be obtained within one (1) year of hire and certification must be maintained during tenure in position

• Must be available to organize Facilities Maintenance Staff outside of normal work hours should a critical facility system fail

• Must be able to obtain CPR/First Aid Certification within one (1) year of hire and maintain certification during employment

Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives
