Attorney General, Washington County Attorney to review police-involved shooting

Ramsey County Attorney refers November 28 Saint Paul police shooting; review of incident to begin after BCA completes investigation

December 4, 2020 (SAINT PAUL) — Minnesota Attorney General Keith Ellison announced today that his office and the office of Washington County Attorney Pete Orput have agreed to jointly review the November 28, 2020 shooting involving a Saint Paul police officer for the Ramsey County Attorney’s office. Attorney General Ellison is appointing Assistant Washington County Attorney Scott Haldeman as a Special Assistant Attorney General to review the case with his office.

Ramsey County Attorney John Choi referred the case to the Attorney General’s office under Minnesota Statutes Section 8.01, which provides that “[u]pon request of the county attorney, the attorney general shall appear in court in such criminal cases as the attorney general deems proper.”

The Minnesota Bureau of Criminal Apprehension is currently investigating the incident. The offices will begin their review of the case when the BCA has completed its investigation. When the review is complete, Attorney General Ellison will make a decision about whether to file charges.

“I take my responsibility as a partner to county attorneys seriously. Since I’ve become Attorney General, I’ve repeatedly asked the Legislature for more resources so that my office can serve county attorneys even more than we already do. When a county attorney asks us to take over a sensitive case — particularly when another county attorney is providing the resources, and particularly when doing so will improve public trust in the criminal-justice system — I will give that request my fullest consideration. I’m grateful to County Attorney Choi for his trust in my office, and to County Attorney Orput for his partnership and the significant resources he is providing,” Attorney General Ellison said.

“I have every confidence that the Attorney General and Washington County Attorney will handle this case with the utmost integrity. I am grateful for their willingness to step forward and advance the interests of justice in how prosecutors handle officer-involved shooting incidents in Minnesota,” County Attorney Choi said.

“We greatly appreciate our Attorney General for helping us resolve these serious cases in a transparent and fair manner and I am happy to help in this important case,” County Attorney Orput said.
