Cluster of applications presents potential quagmire in Petoskey marijuana planning

PETOSKEY — The first business owners who will have a shot at opening a medical marijuana provisioning center are all eyeing storefronts along a short stretch of West Mitchell Street.
Using a large raffle ticket drum at the front of the city council chambers, officials determined the roster of possible dispensaries Monday night, drawing randomly from the 16 eligible applicants who had applied in April. Because the city will allow three total retailers within select zones of the city, the top three names drawn will theoretically be the first ones eligible to present their plans and eventually set up shop.
In practice, however, the path forward will be a bit more complicated.
