PUBLIC SAFETY DEPARTMENT

PRIMARY FUNCTION:

Performs work of protecting wildlife, fisheries and environmental resources and providing for the public safety within the boundaries of the Red Lake Reservation. This includes working closely with local and federal and state conservation enforcement agencies. Performs related duties as assigned in accordance with established procedures, regulations, and policies. Duties will entail working weekends, evenings and night shifts. Sound judgment and quick decisions are a necessary part of these functions. Supervision is exercised over this employee through conference, oral and written communications and periodic review by a supervisor. Reports to Public Safety Director, Chief Conservation Officer, Corporal, full-time position with benefits, salary; DOQ.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

• Responsible for game, fish and environmental enforcement on the Red Lake Indian Reservation where persons are subject to Tribal, Federal, and State jurisdiction including making arrests, investigating incidents, interviewing individuals and may be called upon to disarm aggravated parties and intervene in altercations.

• Respond to calls concerning game, fish and environmental violations. Must deal with the full range of possible human actions. Must pursue and capture suspected violators of game and fish laws.

• Assist County, State and Federal conservation enforcement agencies when called to provide assistance/backup with game, fish and environmental violations and provides support to the Reservation's Police Officers. Meets with and cooperates in activities involving all Tribal departments within the RLTC organization where conservation support is needed.

• Maintain environmental balance and harmony within the area of assignment by patrolling the area in a Tribal Police patrol vehicle, investigating suspicious situations and taking action as appropriate.

• Where serious game, fish and environmental violations are involved, determines necessary action, notifies appropriate authorities and supervisor, safeguards scenes, preserves evidence, identifies and obtains information from witnesses and develops preliminary investigative leads for violators.

• Perform assignments such as deer shiners on a busy highways and rural roads, operating night surveillance in high violation areas, occasionally coordinate traffic and crowd control activities at Tribal festivities and ceremonies, operating a breathalyzer to determine degree of intoxication of ATV, Watercraft and Snowmobile drivers and operating other technical equipment which requires fully developed conservation officer skills.

• Perform investigative work such as investigation of game, fish and environmental violations when required.

• Responsible for monies, negotiable items, confiscated materials being receipted, recording condition of items and turning over all items to evidence collection facility or storage.

• Operate a variety of routine and complex law enforcement equipment.

• Maintain daily logs, write reports on incidents for accurate information, which may be used in court proceedings, and be available to provide testimony in court.

• Keep abreast of and follow all regulations and amendments regarding proper Law Enforcement procedures.

• Make instant and sound decisions in stressful situations.

• Makes arrests in cases of violations personally witnessed, takes persons arrested before appropriate authority for booking or formal charging, serves Federal, State, Local and Tribal warrants, subpoenas and other court papers, testifies at hearings and trials as an expert witness in Federal, State, County and Tribal Court as required.

• Will aggressively enforce all laws and regulations within his/her authority related to possession, use of tribal natural resources.

• As a fully trained and skilled conservation officer, may be detailed to other areas in emergencies and may serve as a team leader in dealing with riot or crowd control situations.

• Attend training seminars required to maintain tribal law enforcement certification.

DESIRED MINIMUM QUALIFICATIONS:

• Requires a thorough knowledge or the ability to acquire such knowledge in relatively short periods of time, street and county road systems, geography of the Red Lake Reservation and the location of rural and forested areas requiring special law enforcement services.

• Must have considerable knowledge of applicable laws, ordinances, and departmental rules and regulations and constitutional rights of individuals.

• Must have the ability to give verbal and written instructions and make sound judgments in evaluating situations and making decisions.

• Must have considerable knowledge of modern law enforcement methods and procedures.

• Requires the ability to deal tactfully but firmly with offenders, suspects, witnesses, and general public.

• Should be able to establish and maintain an effective working relationship with superiors.

• Knowledge of record keeping and reporting system.

• Skill in operation of specialized Law Enforcement equipment.

• Ability to meet physical and psychological requirements.

• Ability to work long hours, be prepared to respond to emergency calls and request of service on off-duty hours.

• Employment is contingent upon passing a pre-employment drug test and background check.

EDUCATION AND EXPERIENCE:

• Prefer a two (2) year degree in Law Enforcement from a vocational/technical college or a four (4) year degree in Law Enforcement from a state or accredited college or diploma from a Police Academy recognized by the State of Minnesota P.O.S.T board or successful completion of a police academy recognized by the Bureau of Indian Affairs.
