Topless Duluth swimmer has police called on her, touching off 45-minute debate over indecent exposure

Duluth photographer Michelle Bennett has gone for topless swims in Lake Superior for the past five years. When someone called the cops on her this week, she pointed out the loopholes in the state's vague definition of "indecent exposure."

A woman and a police officer stood on the Duluth shore, debating whether one of them was legally required to put on a shirt.

"I'm not half-naked," Duluth photographer Michelle Bennett tried to explain to the officer who approached her on Park Point beach last month. "I'm topless."
