PHILADELPHIA - The Main Line head of a multimillion-dollar payday lending enterprise convicted in November on racketeering conspiracy and fraud charges has been denied an emergency motion for bail pending his appeal to the Third Circuit Court of Appeals.
Wednesday’s memorandum and order from U.S. District Judge Eduardo C. Robreno, of the Eastern District of Pennsylvania, indicates Charles Hallinan is scheduled to appear at Butner Federal Medical Center in Butner, N.C., by 2 p.m. Monday to begin a 14-year sentence.
