Gov. Mark Dayton has appointed a brigadier general of the Minnesota National Guard to oversee Minnesota’s information technology department at a crucial time for such tasks.

Brig. Gen. Johanna Clyborne, who will become commissioner of the state department known as MN.IT on Feb. 2, will have three major tasks ahead of her, she and Dayton said Wednesday.
