BEMIDJI -- After an interview process that lasted more than two hours with six candidates, the Bemidji City Council selected former Mayor Richard Lehmann to represent Ward 4 for the rest of the year.
Lehmann, 59, will take over the seat that was vacated when Patrick Plemel resigned in late December to run a behavioral health facility in North Dakota. Because there was less than 364 days left in the term, the council by city charter had to appoint a successor rather than hold a special election.
