Some City Hall staffers on edge, as St. Paul mayor-elect sets up hiring panels

Department heads in St. Paul’s city hall are bracing for change as Mayor-elect Melvin Carter prepares to convene civic panels to screen and appoint 10 administrators by early January.

Some city department heads are furious, others cautiously optimistic, and some have already moved on, resigned to the fact that as mayors come and go, so do their many top staff members.
