Supporters see improvement, while critics see new problems a month after Whiteclay beer stores closed

WHITECLAY, Neb. — In the shade of a graffiti-covered metal shed, 60-year-old Fred Two Two and a group of four friends sipped from cans of malt liquor and a half-pint of vodka.
While the four beer stores in this unincorporated town are now closed, at least a few of the street people who drank openly along the highway are still here, mostly because there’s no law, or law enforcement, to remove them.
