Billings contractor admits wire fraud, theft from tribe, making false claims to FEMA

A Billings contractor on Wednesday admitted federal crimes accusing him and two of his former companies of defrauding the Chippewa Cree Tribe in northcentral Montana and the federal government in a series of schemes involving inflated and phony invoices and kickbacks.

During a hearing in U.S. District Court in Great Falls, Kevin McGovern, 46, pleaded guilty to charges in a deal with prosecutors that will settle three separate indictments.
