Primary Function:

Assist with handling the financial and compliance needs of the Federal and State agency programs. Reports to Director of Finance, full-time positions, w/benefits, salary; DOQ.

Essential Responsibilities & Duties:

• Budget Management

o Review program budgets and expenditures for accuracy and compliance with appropriate laws and regulations

o Ensure grant funds are spent in accordance with approves budget

o Provide accurate financial data to Project Directors/Coordinator and funding agencies

o Ensure budget line items stay within limitations set by agency and not exceed appropriations

o Work with Program Directors to develop budgets

o Ensure Match Requirements are established and approved in time for the annual budget process

o Prepare/submit budget modifications to funding agencies in a timely manner

• Reporting

o Responsible for the financial reporting of various Federal and State agency programs in a timely manner

o Assist program directors with reporting, modifications, budgeting and other tasks as needed

o Update program directors on the financial status of their programs on a regular basis

o Notify the Director of Finance in advance of any expected grant over-expenditures

o Provide monthly financial reports to program staff

o Provide requested documentation and information to the auditors in a timely fashion

• Transactions

o Ensure that grant funds are drawn down in a timely fashion to minimize General Fund cash advances

o Process and track grant expenditures

o Review original documentation, verify coding, reconcile expenditures, and prepare reports

o Reconcile assigned accounts in regular and timely manner

o Prepare and post Journal Entries as necessary

• Compliance

o Help to ensure compliance with accounting policies, local, state, and federal requirements

o Notify the Program Director of all potential or actual audit exceptions

o Provide monitoring and monthly reporting of grant expenditures

o Review travel to ensure compliance with Travel Policy

o Ensure sole source certifications are up to date in HR file

o Ensure that programs follow the Procurement Policy where bids or quotes are required

o Ensure that all expenditures of Federal funds are supported by receipts

o All official reports to the granting agency that require signatures must be signed by a tribal officer

o Prepare year-end closing schedules and journal entries in a timely fashion to expedite the SEFA (Schedule of Expenditures of Federal Awards), related balance sheet accounts, and the statement of revenue and expenditures for the audit

o Working conditions are normal for an office environment. Work may require occasional weekend and/or evening work and attendance at meetings or training that requires travel

o Other related projects and tasks as assigned

Qualifications:

o High School Diploma or GED

o Two years experience or combination of experience, training, and education in accounting

o Proficient Business Communication skills

o Knowledge of governmental grant/contract principles and procedures necessary to complete pre-award, award, and post-award functions preferred

o Proficient computer skills in word processing and excel spreadsheets

o Employment contingent upon successfully passing Pre-Employment Drug/Alcohol Test and Background Check
