ST. PAUL -- A key regulatory hurdle for a pair of proposed oil pipelines in northern Minnesota may be reassigned to a different governing body.
The Sandpiper and Line 3 Replacement projects, both Enbridge pipelines that are proposed to carry crude oil to Superior, Wis., from the west, must go under environmental review by the state government before the Minnesota portions may be permitted. But citizen groups are challenging which government agency should carry out the review.
