Organizational Location: Department of Health and Human Services, Indian Health Service, Great Plains Region, Bemidji Area, Red Lake Service Unit, Administrative Services Division, Information Technology Department, Red Lake, Minnesota.

The primary purpose of this position is to provide strategic and tactical planning, development evaluation, and coordination of the information systems including line management of corporate information and communication systems/projects including voice, data, and imaging.

Major Duties:

Plans work to be accomplished by subordinates and prepares schedules for completion of work.

Implement and maintain information systems strategic plan (AOP Plan) for meeting current and future information needs of the Red Lake Indian Health Service.

Prepare and maintain operating and capital budgets for Information Technology Department and monitor information service activities and costs related to the overall utilization of resources required to meeting the organizational information systems requirements.

Ensure that proper staffing resources are identified, recruited, and trained to maintain the highest level of service.

Develop, monitor, evaluate, and report on systems of assurance and control over the confidentiality, security, integrity, and uses of enterprise-wide data. Serves as the ISSO for the hospital.

Experience:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Overseeing employees in executing development, implementation, and operations and maintenance activities for IT systems;

Developing and implementing servicing standards and operating procedures/protocols for clients;

Improving operational effectiveness and efficiency in technical direction of the product lines and staff performance in areas such as software lifecycle management, change control procedures, data base administration, security, and resource management for non-sensitive and critical sensitive data handling.

Directing the day-to-day activities of IT functions in a complex system environment;

Leading teams in delivering systems that meet customer requirements; communicating with employees, contract support, and customers the relationships of multiple integrated systems and what solutions are available within in IT systems

SUPERVISORY OR MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed below:

A. Assign to and review work of subordinates, train and work effectively with subordinates from a variety of backgrounds and with different levels/areas of training.

B. Accomplish the quality and quantity of work expected within set limits of cost and time.

C. Plan own work and carry out assignments effectively.
