Documents show UCare bid high on state contract

UCare had the least competitive bids on cost throughout most of the state among HMOs seeking a valuable state contract next year for public health insurance programs, according to documents released Tuesday.

The cost difference was so significant, state officials said, that taxpayers would need to spend an extra $137 million next year if all Hennepin County enrollees were covered through UCare rather than by Minnetonka-based Medica, which had the lowest cost bid in the state’s most populous county.
