Rapid City police crunch race and arrest data

RAPID CITY, S.D. - KOTA Territory News has learned that the Rapid City Police Department commissioned a detailed statistical analysis of its arrest records to try to uncover reasons for the stubborn fact that Native Americans are arrested at a rate far greater than their representation in the city's population.

The study also set out to identify ways the department could do its job better.

In early 2014 then Police Chief -- and now Mayor -- Steve Allender turned to University of South Dakota professor Rich Braunstein to analyze internal police data with a focus on the disparity between the high percentage of Native American arrests and the low percentage of Indians in the population.
