NOTICE OF A MANDATORY REFERENDUM VOTE - Pursuant to Resolution No. 95-15

WEDNESDAY, AUGUST 19, 2015

TO: Members of the Red Lake Band of Chippewa Indians

Notice is hereby given of a referendum vote to be held by secret ballot on Wednesday, August 19, 2015, to seek the guidance of the Red Lake Band of Chippewa Indians regarding the sale of alcoholic beverages at the casino properties located in Thief River Falls, MN and Warroad, MN.

There shall appear on the referendum ballot the following question:

"I agree that the sale of alcohol shall be allowed on tribal trust lands at the Seven Clans Casinos located in Thief River Falls, MN and Warroad, MN. This does not include any part of the diminished reservation."

If the question approving the sale of alcohol is approved by the majority of the votes cast, such referendum shall be conclusive and binding on the Red Lake Tribal Council.

Any enrolled member of the Red Lake Band of Chippewa Indians 18 years of age and over on voting day shall be entitled to cast a vote.

Polls will be open between 8:00 a.m. and 8:00 p.m. at the following Reservation District polling places:

PONEMAH COMMUNITY CENTER

REDBY COMMUNITY CENTER

RED LAKE COMMUNITY CENTER

LITTLE ROCK COMMUNITY CENTER

Red Lake Reservation resident members shall vote within the District in which they reside. No change in residence for voting shall be recognized during the thirty-five days preceding the referendum vote. Reservation districts and boundary lines for the districts are those defined in Section 6 c Article V of the Constitution and Bylaws.

The Secretary of the Tribal Council will send a form to be used in requesting a ballot to each non-resident whose address is known with this announcement.

Beginning, Friday, July 24, 2015, the Absentee Ballot Committee shall be available to receive absentee ballots at the Red Lake Nation Headquarters Library. They shall be open Monday-Friday from 9:00 a.m. - 3:00 p.m. They shall also be open Saturday and Sunday from 1:00 p.m. – 3:00 p.m. the last two weekends prior to the referendum vote. On August 19th they shall be open from 8:00 a.m. until 8:00 p.m.

The Absentee Ballot Committee shall be available to receive absentee ballots at the Minneapolis American Indian Center, 1530 East Franklin Ave., Minneapolis, MN, from 8:00 a.m. until 8:00 p.m. on Monday, August 17, 2015.

All absentee ballots must be returned in person or mailed to and received by the Absentee Ballot Committee, P.O. Box 544, Red Lake, MN 56671, on or before 8:00 p.m. on Wednesday, August 19, 2015.

The Tribal Council shall appoint District Election Boards and the Absentee Ballot Committee. The Supervisors of each District Election Board and the Absentee Ballot Committee Chairperson will constitute a General Election (Referendum) Board and shall certify the results of the Referendum Vote. The General Election Board shall publish and post the results of the election in each voting district, and in other places throughout the reservation for the information of the tribal members.
