DUTIES

· Serves as Chief, Division of Information Systems and Technology (DIST) with primary responsibility as manager for the RPMS, a Health Information Technology System.

· Plans, organizes, directs, coordinates and manages project management functions; participates in long term strategic planning and exercises delegated decision making authority for resource management of the area-wide Systems for the Aberdeen Area Indian Health Service

· Leads and directs a development team comprised of health functional experts, technical software development experts and hardware configuration and installation experts responsible for developing functional requirements and plans and system execution.

· Monitors the performance of subordinates in accomplishing the workload through discussions, conferences, and reports.

· Prepares performance standards, evaluates subordinates, and makes selections for subordinate positions.

· Effects minor disciplinary measures, such as warnings and reprimands; recommends other actions in more serious cases.

Basic Requirements:

Degree: major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown in the below.

GS-13: 1 year of specialized experience equivalent to at least next lower grade level

Specialized Experience: For GS-13 level, you must have one year of experience (equivalent to the GS-12) that included duties such as:

· Applying advanced information technology security and policy and planning principles, concepts, methods, standards, etc.

· Applying a wide range of standards, principles, concepts, methods, policies, etc to develop, evaluate, implement, manage data management and network technologies, systems, applications, facilities, etc.

· Experience with strategic and operational planning, health care economics, personnel administration, Indian Health Service regulations, financial and cost analysis, budget preparation and monitoring, trends in the health care industry, and health care administrative theory and practice.

· Experience with desktop, notebook, handheld and server computer hardware with Windows Operating Systems, local wide area network design, various office productivity software programs such as word processing, databases, spreadsheet programs, and communications software, various computer peripherals such as printers, monitors and other equipment.

· Providing technical requirements and descriptions of the work to be accomplished.

· Assessing new systems design methodologies to improve software quality.

· Reviewing the impact of new systems design policies on the systems design process.

· Accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to this position.

· Analyze performance measurement methodologies and tools, risk management, earned value project management, and other methods and practices for determining the business value of information technology to conduct studies and provide expert consulting to management.

· Providing presentations to technical and non-technical audiences in both small and large group settings.

· Working with internal and external customers from all levels of an organizational hierarchy, which includes local, state, federal, academic and tribal entities or governments.

WHAT TO EXPECT NEXT:

First notification: Once the online questionnaire and resume are received, you will receive an acknowledgement email that your submission was successfully received. Receipt of this email does not confirm receipt of the other required document(s).
