Registration of Sex Offenders

On January 10, 2012, the Red Lake Tribal Council approved revisions to Tribal Code Section 411.02 Registration of Sex Offenders. The revisions include classification of offenders by using a Tier System. Offenders will be in classified using the Tier system based on conviction. The Tier System includes the following:

Tier 1. Tier 1 includes convictions for all sexually related crimes for which a one year or less sentence was given and all civil commitments which includes an element of sexual nature.

Tier 1 registration shall be 15 years from date of conviction. Tier 1 offenders are required to update their registration annually.

Tier 2. Tier 2 includes sexually related convictions for all crimes for which more than a one year sentence was given.

Tier 2 registration shall be 25 years form date of conviction. Tier 2 offenders are required to update their registration every 6 months.

Tier 3. Tier 3 includes convictions for all felony and gross misdemeanor crimes in any jurisdiction which were sexual in nature and involved force or coercion or aggravated crimes, or which there were two or more convictions for a sexually related crime, or crimes involving children under 12.

Tier 3 registration shall be lifetime from date of conviction. Tier 3 offenders are required to update their registration every 3 months.

Tribe and Territory Sex Offender Registry System (TTSORS)

TTSORS is a public website administered by Red Lake Department of Public Safety for information on sex offenders registered in Red Lake.

TTSORS is provided by Department of Justice for tribes working to implement Adam Walsh Act/SORNA.

This website will be available to the public by July 27, 2012. Tier 2 and Tier 3 offenders will be viewable on this website. Sex Offender informational kiosks will also be available to the public at the Red Lake Criminal Justice Complex and Ponemah Sub Station. The kiosks will not be available to the public until August 2012. However; you can still access TTSORS from a computer with internet access beginning July 27, 2012.
