Ottawa offers help to suicide-pained Cowichan Tribes

VICTORIA — Two federal ministers have written to Vancouver Island's Cowichan Tribes First Nation pledging social and emotional help throughout a local declared state of emergency over a disturbing spike in suicides and attempted suicides.
