ARMHS TREATMENT DIRECTOR - MENTAL HEALTH PRACTITIONER

Full Time: 8:00 a.m.–4:30 p.m. Monday–Friday, with occasional evening/weekend hours

Wages: Depending on Qualifications, includes full benefits

Reports to: Executive Director

JOB SUMMARY:

The ARMHS (Adult Rehabilitative Mental Health Services) Treatment Director will be responsible for implementing and coordinating the ARMHS network for the Red Lake Band of Chippewa Indians. This will begin with completing the ARMHS application for certification to the State of Minnesota Department of Human Services. The Treatment Director will provide direct community and in-home services to participants, and will ensure compliance with state and federal Medicaid regulations. Further, the ARMHS Treatment Director will work with the ARMHS Clinical Supervisor to develop and supervise a multi-agency network of Mental Health Rehabilitation Workers to provide participant services. This includes scheduling regular meetings with interested service providers to build systems for referral, assessment, rehabilitation planning, monitoring and case management for adults with mental illness. The goals of this network are to develop an efficient and effective program of services that meets ARMHS requirements, and the potential for expansion to meet service needs.

PRIMARY DUTIES & RESPONSIBILITIES:

• Complete the certification process for ARMHS through the MN Department of Human Services.

• Work with the ARMHS Clinical Supervisor to qualify participants for services, including completion of a functional assessment and individual treatment plan for each participant.

• Ensure compliance with state and federal requirements for documentation and services under the ARMHS program.

• Work with the Red Lake Tribal Accounting department to submit Medical Assistance billings. Track all program income and expenses.

• Coordinate and organize multiple agencies and service providers. Communicate activities to all team members in a manner that facilitates group discussion, process and decision making regarding ARMHS certification and implementation.

• Schedule and plan regular meetings of all stakeholders. Keep detailed minutes of each meeting and distribute minutes to the stakeholders in a timely manner, as well as any other pertinent correspondence.

• Work with tribal, state, and nonprofit partners to facilitate trainings and knowledge sharing for Red Lake staff to implement ARMHS.

• Supervise Mental Health Rehabilitation Workers and other staff connected to the ARMHS program.

• Other duties as assigned.

SECONDARY DUTIES & RESPONSIBILITIES

QUALIFICATIONS:

• Education and experience meeting the requirements for a Mental Health Practitioner under Minnesota Statutes 245.462, Subdivision 17.

• Significant experience working with American Indian people and reservation communities.

• Knowledge of the Adult Rehabilitative Mental Health Services (ARMHS) preferred.

• Have an understanding of the range of mental health services and Medical Assistance eligibility and applications.

• Knowledge of Social Security and State Medical Review Team (SMRT) disability certification processes.

• Previous experience in program development, planning & coordinating a network of stakeholders.

• Strong communication skills (oral and written). The ability to coordinate and share information with and across the ARMHS network is crucial.

• Proficiency in computer skills, particularly Microsoft Word and Excel.

• Attention to details and ability to meet deadlines.

• Self-starter and team player.

• Reliable vehicle, valid driver’s license and insurance.
