Community Meeting for the New Red Lake Tribal Government Center and Red Lake College Campus held in Redby

The second of six scheduled community meetings was held on Wednesday, January 25, 2012 at the Redby Community Center. The first meeting was held on January 18, 2012 at the Red Lake Humanities Center.

Making presentations included Red Lake Nation College President, Dan King, Red Lake Tribal Economic Development Director, Sam Strong and Eric Wedge, a representative from DSGW architects of Duluth.

The Red Lake Tribal Council recently completed initial Master Plans to build a new Tribal Government Center and new Tribal College Campus, and prior to proceeding with the next step of the Master Plan process, community meetings were planned to provide information on the plans and to seek Tribal Member community input and suggestions.

The location of the project is near the current Pow Wow Grounds area, but would be closer to the lake. The complex may include a new pow wow grounds, library, cafeteria, Tribal Council offices, and college campus.

Total costs for the project are estimated at $24 M and include a new Tribal Government Center ($12 M), new Tribal College Campus and Veteran’s Memorial (10 M), new Red Lake and Ponemah Pow Wow Grounds ($1 M), and planning and development costs ($1 M).

Financing will be from the lowest cost combination of NMTC, grants and low-interest loans of 2% to 4%. Tribal Programs will pay for some of the annual office costs.

Changes to the new Red Lake Nation College include additional classrooms and meeting rooms, a much larger library, new science labs, larger computer labs, an Ojibwe Language Center, a Red Lake Nation Historical Center, study space for students, a Daycare Center, a Lakeside Cafeteria that would serve students and the community, larger student support and administration offices and a full Veteran’s Memorial

Architects, Tribal Council & Tribal College present the preliminary Master Plans and have feasts in Red Lake, Redby, Ponemah, Little Rock, Minneapolis and Duluth to provide information and gather input

January 2012 to August 2012 - * Search for Grants & Financing to fund project

* Architectural Drawings Completed from March to August (6 months)

January 2012 to August 2012 - * Complete Financing Package w/ grants & loans

* Set Revised Indirect Cost Rate and 2013 Budgets to account for new costs for Tribal Departments

March 2012 - * Submit RFP for selection of Architectural Firm to do detailed drawings for project

* Perform preliminary site surveys and soil tests

August 2012 to December 2013 - * Break ground in August 2012

* Construction of new facilities to be completed by late December 2013 (16 Mos.)

Late December 2013 - * Grand Openings of New Tribal Government Center & New Red Lake Nation College Campus
