Wind charged with sex crime involving 5-year-old girl

Donald E. Oswald, Special Agent in Charge of the Minneapolis FBI Office, today announced that Reginald John Wind Jr., 23, of Bemidji, Minnesota, was charged by federal complaint Wednesday, May 4, with engaging in a sexual act with another person who has not attained the age of 12 years old.

The sexual assault of the child took place April 6, at a residence located on the Red Lake Indian Reservation, a location within the special territorial jurisdiction of the United States.

Wind was a visitor to the house when the assault occurred. Red Lake Police Department officers responded to the residence and interviewed witnesses. The victim, a 5-year-old girl, was interviewed April 12 by staff of the Family Advocacy Center of Northern Minnesota in Bemidji.

Wind was taken into federal custody without incident May 4, at the Red Lake Jail, where he was being held pending Red Lake Tribal Court charges pertaining to the same incident. He appeared before U.S. Magistrate Jeanne J. Graham in St. Paul later that day.

Wind will appear again before Graham Friday, May 6, for a preliminary hearing and a detention hearing.

The charges contained in a complaint or indictment are merely accusations and the defendant is presumed innocent until and unless proven guilty in court.
