    BEMIDJI -- A South Dakota woman was taken to the hospital after a rollover Tuesday morning on U.S. Highway 2 in Bemidji. Karen Taylor, 22, Sisseston, was taken to Sanford Bemidji Medical Center with non-life-threatening injuries after her car slid of the U.S. Highway 2 overpass of Highway 197 and rolled in the ditch, according to a State Patrol incident report.     ST. PAUL -- The Minnesota Board of Animal Health Tuesday lifted the final quarantines on farms affected by bird flu earlier this year. Most of the previously infected sites were cleared to restock turkeys or chickens on Oct. 6, and now the few remaining sites have completed measures to allow birds to return to the facilities.     ST. PAUL -- A Minnesota court has ordered an Indiana company to refund nursing students' test fees. Minnesota Attorney General Lori Swanson sued the company, The College Network, Inc., in November. The company sells exam study guides to help students who want to become registered nurses pass exams for college credits through an online degree program at Excelsior College in New York.     ST. LOUIS -- Minnesota will not be forced to change how it treats sex offenders until a federal appeals court decides whether the program is constitutional. The court Tuesday granted the state a stay, which delays enforcement of a federal judge's ruling ordering major changes in the state sex offender treatment program. The court earlier issued a temporary stay.     ROCHESTER, Minn. --- A suspect in a bank robbery in Rochester on Monday apparently returned and robbed the same bank again Tuesday -- and the scene was caught on a live television report. The man in his mid-20s to mid-30s was caught this time as Rochester police and the Minnesota State Patrol nabbed the suspect at gunpoint, without incident, in the nearby small town of Coates about 45 minutes after the Tuesday robbery at the Sterling State Bank.
