    Snow flurries slickened Twin Cities roadways just in time for the Wednesday evening’s commute, slowing traffic and causing hundreds of crashes. The Minnesota Department of Transportation deployed dozens of plows around the metro to manage a projected 1-3 inches of snowfall.     Minneapolis city officials and American Indian nonprofits are stepping up a campaign to encourage residents of a large homeless camp in south Minneapolis to seek shelter from the cold.     LUMBERTON, N.C. — A body found in North Carolina has been preliminarily identified as a 13-year-old girl kidnapped outside her home, investigators said Wednesday, ending a three-week search involving hundreds of investigators.
