Snow flurries slickened Twin Cities roadways just in time for the Wednesday evening’s commute, slowing traffic and causing hundreds of crashes. Minneapolis city officials and American Indian nonprofits are stepping up a campaign to encourage residents of a large homeless camp in south Minneapolis to seek shelter from the cold. On Wednesday, Minneapolis Fire Department crews erected a large, heated army tent across the street from the encampment on Franklin and Hiawatha avenues. Michael Frank Simon has had numerous run-ins with police for breaking into places. But it’s his breakout that people will remember most. Simon apparently busted through a window on an upper floor of the Hennepin County jail in downtown Minneapolis before sunrise Wednesday, landed on a lower-level rooftop then ran across the top of a skyway to a parking ramp. LUMBERTON, N.C. — A body found in North Carolina has been preliminarily identified as a 13-year-old girl kidnapped outside her home, investigators said Wednesday, ending a three-week search involving hundreds of investigators. Two separate drug-related search warrants have led to the arrest of eight individuals on the Red Lake Reservation. The American Civil Liberties Union of Michigan, public education leaders and parent groups filed an appeal Tuesday asking the Michigan Supreme Court to rule the use of public tax dollars to fund private schools unconstitutional. Dan Korobkin, ACLU of Michigan's deputy legal director, said the state constitution clearly prohibits the use of public funds to fund private schools. Democrats on Capitol Hill are seeking to ban the practice of isolating students in special rooms or otherwise secluding them in schools that receive federal funds, as well as to limit when students can be physically restrained.
