DEVILS LAKE, N.D. — A Devils Lake couple has been charged with reckless endangerment and child neglect after allegedly leaving a 3-month-old baby alone outside Thursday, Nov. 22. Devils Lake police said Peter Owlboy, 34, and Keisha Shaw, 22, got into a fight and drove off, leaving the baby alone in his car seat for about 15 minutes until the baby's grandmother arrived.
