A 16-year-old was charged Tuesday with two counts of aiding and abetting premeditated murder in the double homicide of two 16-year-old cousins in Brooklyn Park. Jaqual Ditez Sims-Miller of Brooklyn Park is accused of taking part in the fatal shooting around 5 p.m. on Oct. 31, Halloween.
