DULUTH, Minn. -- Enbridge Inc. reported Wednesday that it is laying off 5 percent of its workforce after an organizational review — including about 50 employees in Duluth-Superior. In total, the oil pipeline company said the cuts will total 530 people, affecting 370 positions in Canada and 160 in the United States. Enbridge spokesman Michael Barnes provided a statement saying the workforce reduction is a “difficult step” after the organizational review that was launched in the first quarter of 2016. http://www.bemidjipioneer...

  • Officers in Jamar Clark shooting will not face discipline

    Oct 24, 2016

The two Minneapolis police officers involved in the November 2015 fatal shooting of Jamar Clark will not face discipline because an internal investigation found they did not violate the department's use-of-force policy. Officers Mark Ringgenberg and Dustin Schwarze were previously cleared of any criminal or civil wrongdoing by separate state and federal investigations completed over several months. They have been on desk duty since the Nov. 15 incident when Clark, 24, was shot in the head during a scuffle with the officers outside a north...

  • Iowa still in the swing-state mix as presidential vote approaches

    Oct 24, 2016

DECORAH, IOWA – If Republican Donald Trump pulls off a win in Iowa this year, it's because this presidential swing state still has plenty of voters like Daryl Hovden — old, male, white and angry. "Trump isn't my ideal choice, but he's a lot better than that other [expletive]. Excuse my French," said Hovden, a 60-year-old crop and cattle farmer and property owner. "I know there's going to be a woman president and I have nothing against it. But not that woman, is my opinion." Minnesota's neighbor to the south gave President Obama its six ele...

  • WNBA admits officials made mistake in Game 5 by not reviewing basket

    Oct 24, 2016

The WNBA acknowledged Friday morning that referees made a mistake by not reviewing Nneka Ogwumike's basket with 1:14 remaining in the fourth quarter that gave Los Angeles a 73-71 lead over the Lynx in Game 5. The Sparks went on to win 77-76 when Ogwumike scored on a rebound with 3.1 seconds to play. The statement, issued by Renee Brown, WNBA chief of basketball operations and player relations, said: "After reviewing postgame video, we have determined that Nneka Ogwumike's shot with 1:14 remaining in regulation time should not have counted due...

  • N.Y.-to-D.C. shuttle fiasco sheds light on what a Trump presidency may be

    Oct 24, 2016

In 1988, as general counsel of Continental Airlines, I was part of the team that sold the Eastern Airlines shuttle to Donald Trump. The transaction shed light on the kind of president Trump would be. In 1988, Texas Air Corp., which owned both Eastern and Continental, approached Trump with a proposal to buy the Eastern Shuttle. Sensing that Trump was emotionally driven to acquire high-profile New York assets, Texas Air priced the shuttle at $400 million, twice what it was worth. When Trump came back with a $300 million counter offer, I advised...

  • Pennsylvania crews monitor ruptured pipeline, drinking water

    Oct 24, 2016

WILLIAMSPORT, Pa. — Emergency crews were monitoring a pipeline that ruptured during a freak storm in Pennsylvania, anxiously waiting to see if nearly 55,000 gallons of gasoline would reach drinking water supplies serving thousands of residents. The storm early Friday dumped up to 7 inches of rain on western and central Pennsylvania, triggering mudslides, turning roads into rivers and sweeping away at least two homes. Hundreds more were damaged in Centre County, home to Penn State's main campus. One man was killed when a tree crashed into his h...

  • Early votes show Hillary Clinton's strength in the West, Donald Trump leading in Ohio

    Oct 24, 2016

WASHINGTON – Hillary Clinton appears to be displaying strength in the crucial battleground states of North Carolina and Florida among voters casting ballots before Election Day, and may also be building an early vote advantage in Arizona and Colorado. Donald Trump, meanwhile, appears to be holding ground in Ohio, Iowa and Georgia, according to data compiled by the Associated Press. Those are important states for Trump, but not sufficient for him to win the presidency if he loses states like Florida or North Carolina. “The Trump campaign sho...

  • E-mails show Hillary Clinton's political maneuvering over Keystone pipeline

    Oct 24, 2016

WASHINGTON – Hacked e-mails show that Hillary Clinton’s campaign wrestled with how to announce her opposition to construction of the controversial Keystone XL pipeline without losing the support of labor unions that supported to project. E-mails published this week by WikiLeaks show debate and confusion within the Clinton camp as it faced down the strong primary challenge by liberal Sen. Bernie Sanders, who opposed the pipeline. As Clinton prepared to come out against the pipeline last year, her aides worried about how her shift in pos...

  • Cyberattacks on key internet firm disrupt internet services

    Oct 24, 2016

Withering cyberattacks on server farms of a key internet firm repeatedly disrupted access to major websites and online services including Twitter, Netflix and PayPal across the United States on Friday. The White House called the disruption malicious and a hacker group claimed responsibility, though its assertion couldn't be verified. Manchester, New Hampshire-based Dyn Inc. said its data centers were hit by three waves of distributed denial-of-service attacks, which overwhelm targeted machines with junk data traffic. The attacks, shifting...

  • Educators Went To Jail For Cheating. What Happened To The Students?

    Oct 24, 2016

Cameron Smith was a fifth-grader with straight A's when her school, Fickett Elementary, was caught up in a national cheating scandal. The story started in 2001, when scores on statewide tests across Atlanta began improving greatly. The superintendent, Beverly Hall, was hailed as a highly effective reformer, winning National Superintendent of the Year in 2009. Then it all came crashing down. A report ordered by Georgia's governor found, based on score anomalies, that some form of cheating occurred in more than half the district's elementary and...

  • ABQ teachers protest, destroy evaluations

    Oct 24, 2016

ALBUQUERQUE, N.M. — Mary Kelly is a “highly effective” teacher, according to the New Mexico Public Education Department, but she rejects the label and the system behind it. On Wednesday afternoon, Kelly kicked off a protest in front of Albuquerque Public Schools headquarters by tossing her evaluation into a garbage can and lighting it on fire. About a dozen other educators followed, each giving a short speech about their grievances with the process before throwing their evaluation in the flames. The gathering was organized by AlbuCore, a caucu...

  • Will Opportunity School District improve schools? Not necessarily

    Oct 24, 2016

If the Opportunity School District passes in November, some failing schools in Georgia will be taken away from local school boards and districts and given over to an appointed superintendent who is likely to recruit charter school management organizations to run them. There are already public schools under state control — charter schools approved by the State Charter Schools Commission. In an analysis, a Georgia State University doctoral student and researcher says the disappointing academic performance of those schools raises questions a...

  • These states are spending less on education now than before the Great Recession

    Oct 24, 2016

When the Great Recession hit, states trimmed — and in some cases slashed — their budgets for public services, including for education. As the recession ended and the economy improved, some states began restoring funds to schools. But by 2014, 35 states were still spending less per student than they did in 2008, before the recession took hold, according to a report released Thursday. Data for total state education spending in the current school year isn’t yet available. But looking just at general (or “formula”) funding, which comprises...

  • Committee issues report on curbing violence in schools

    Oct 24, 2016

WILMINGTON, Del. (AP) — A report by state leaders has made several safety recommendations for Delaware schools following the deaths of two high school students. Local news organizations report that the Special Committee on School Safety released its 42-page report on Tuesday after months of work and two public meetings. The committee recommended that schools increase the number of resource officers to help students and halt school violence. It also suggested that the governor and state assembly give school personnel more tools to stop c...

    Oct 24, 2016

BEMIDJI—Community health workers from across Northwest Minnesota gathered Friday at Northwest Technical College to network with one another, learn what others are doing in the field and to "raise the profile" of the emerging profession itself. "This is advocacy, in this room," Joe Johnson, whose FATHER Project helps Northern Minnesota dads with case management, parenting and employment, told a room of about 40 conference attendees. "This is an opportunity for support for one another, and to know that we're going out there and making a d...

    Oct 24, 2016

BEMIDJI -- Bemidji’s Kade Leeper, 15, has been named 2016 Wissota Pure Stock Rookie of the Year at Grand Rapids Speedway. But that’s just part of the story. While in the third grade in the spring of 2010, in Kade’s own words, “I had little interest in school or good grades.” Over the Memorial Day weekend that year, his dad, Buck Leeper, took his son to the races at Bemidji Speedway. “I was hooked,” Leeper expressed, and told his dad, “I’m going to be a racer when I’m older.” http://www.bemidjipioneer.com/sports/4141689-auto-...

  • Using data to track patients, Twin Cities clinics save millions while improving care

    Oct 24, 2016

Clinic staff members at Neighborhood HealthSource in Minneapolis were studying patient data not long ago when a number jumped out at them: One of their patients had visited the emergency room 73 times in the previous year. Alarmed that she might be gravely ill — or running up thousands of dollars in hospital bills — they took a closer look. It turned out she was using a local ER for routine medical care — or simply on days when her regular physician wasn’t scheduled to work. They met with the patient to explain that she would be better off com...

  • Across state, kindergarten is becoming the new first grade

    Oct 24, 2016

David Boucher’s kindergarten classroom was a cacophony of vowel recitations, rhyming words, vocabulary drills and sentence decoding. It was Day 34 of school at Folwell School in Minneapolis. The little ones should be reading by June. Memphis stumbled in her read-aloud turn when she reached the last word of the sentence, “The leaves are brown.” With some coaching from Boucher, she proudly pronounced the color. http://www.startribune.com/new-demands-make-today-s-kindergarten-look-like-first-grade/398128751/#1...

  • After authorities did not charge her rapist, U student fought back

    Oct 24, 2016

The bite marks and bruises were still fresh on Abby Honold’s body when she learned that the man who’d raped her had been released from jail. Panicked, she called the investigator on the case. When he told her that charges wouldn’t be filed, she considered going home and killing herself — afraid her attacker would do it first. The 19-year-old University of Minnesota junior did everything a rape victim was supposed to do. After she escaped, she immediately called 911. She went to a hospital for an exam. She reported everything that happene...

  • A merged AT&T-Time Warner may not do consumers much good

    Oct 24, 2016

NEW YORK — AT&T and Time Warner are playing up how their $85.4 billion merger will lead to innovative new experiences for customers. But analysts, public-interest groups and some politicians are far from convinced. Republican presidential candidate Donald Trump said it should be killed. Tim Kaine, the Democratic vice presidential nominee, said less concentration in media "is generally helpful." And the Republican chairman and Democratic ranking member of the Senate's antitrust subcommittee said that the deal would "potentially raise s...
