    ALBUQUERQUE, N.M. – The U.S. Justice Department will double the funding it gives tribes for public safety programs and crime victims as it tries to tackle the high rates of violence against American Indian women, a top official said.     President Donald Trump’s popularity is on the decline in Minnesota, according to a new Star Tribune/MPR News Minnesota Poll that shows a majority of likely voters disapprove of his job performance. Statewide, 56 percent disapprove of Trump, while 39 percent approve.     Thomas Ray Duvall, a serial rapist who has spent more than 30 years locked up for a series of violent rapes of teenage girls in the 1970s and 1980s, has been approved for conditional release from the Minnesota Sex Offender Program (MSOP).     The Minnesota Department of Transportation wants to remind campaigners that political campaign signs are not allowed on highway right-of-ways in Minnesota. State law prohibits personal signs of any kind on public driving lanes, inside and outside shoulders, ditches, intersections, and boulevards in urban areas.     ST. PAUL, Minn. – Agriculture Commissioner Dave Frederickson has announced new appointments to his leadership team at the Minnesota Department of Agriculture (MDA).
