    RED LAKE -- Alcohol will not be allowed at Seven Clans Casinos. Band members cast their votes in a mandatory referendum vote this week, deciding if alcohol would be permitted on at the Seven Clans Casinos in Warroad and Thief River Falls. In a 975 to 839 vote, the majority, 53.75 percent, voted no.     MINNEAPOLIS (AP) _ A group of Chippewa Indians has notified Gov. Mark Dayton's administration that it plans to harvest wild rice without state licenses to assert rights the members believe they hold under an 1855 treaty that ceded a large part of northern Minnesota to the federal government, drawing a warning Tuesday from the state Department of Natural Resources.
