    From the time she was young, Edna Bernard’s life had challenges. According to one family member, Edna spent time in foster care as child. As a teenager, she was exposed to the sex trade and later, drugs.     Incumbent Chief Phyliss J. Anderson is the apparent winner in the Choctaw Tribal Chief Runoff Election polling 1,907 votes, or 52 percent, to former Tribal Chief Beasley's 1746 votes, or 48 percent. In the race for Tribal Council in the Tucker community, Wilma Simpson-McMillan won with 223 votes to Linda McMillan's 182 votes.     Washington State and Snohomish County officials contend they have the authority to tax business transactions conducted by non-Indians on Indian land, including the Tulalip Tribes municipality of Quil Ceda Village. The Tulalip Tribes contend that county and state taxes preclude Tulalip from imposing its own taxes to support public services at Quil Ceda Village, because an additional tax would drive businesses and consumers away.     PIKANGIKUM FIRST NATION, Ont. – Three police vehicles and the remote reserve's police building were damaged during a violent protest following an officer's altercation with a community member.     The suspicious death of a 29-year-old woman in May has now been ruled a homicide. The body of Nellie Angutiguluk, an Inuit woman originally from Nunavik, was found inside an apartment in Côte-des-Neiges on May 18.
