    This year, Congress held two hearings on legislative proposals to distribute a 1999 federal court settlement of $20 million approved for damages inflicted by the Nelson Act on six Indian reservations in Minnesota between the years of 1889 and 1934.     After opening the season 0-2 the Cass Lake-Bena baseball team has evened its record with a pair of lopsided victories. The winning streak began last week with a 15-0 win over Red Lake and also included a 12-0 shutout at Laporte. Caleb Fisher allowed only one hit and fanned eight in the win at Red Lake.
