    FREEMAN, S.D. -- TransCanada officials are still searching for the cause of an oil slick discovered in southeast South Dakota that shut down a major pipeline.     Essar Steel Minnesota has reneged on another promise to the state of Minnesota, this time failing to make a $10 million payment that was due late last week. The company, building an Iron Range taconite operation, made a deal with Gov.     A Plymouth police officer outside her squad car at a crash scene was run over by an SUV on a frontage road, authorities said Wednesday. Angela Haseman, 43, was struck about 10:45 p.m. Tuesday along southbound Kilmer Lane, which runs along Hwy. 169, according to the State Patrol.
