  • County attorneys have mixed views on grand jury use for police shootings

    Mar 18, 2016

During his six years as St. Louis County attorney, Mark Rubin passed on grand jury proceedings for seven police-involved shootings in his northern Minnesota jurisdiction. It was a tough decision, he said. But in the end, Rubin was assured that his senior staff members were best suited to review evidence and apply complex legal standards to investigations. In each case, like so many others, his office found the shootings were justified. While he agrees with Hennepin County Attorney Mike Freeman's newly announced policy to do away with grand...

  • Minneapolis takes fresh look at plastic bag ban

    Mar 18, 2016

A proposal headed to the Minneapolis City Council next week would ban businesses from packing customers’ purchases in plastic bags and require them to charge a 5-cent fee for paper, compostable or reusable bags. The plan from Council Members Cam Gordon and Abdi Warsame was first introduced last summer and refined after council members met with business owners and community organizations. Its aim: get residents to cut back on their use of plastic bags, put less waste in landfills and help Minneapolis get closer to being a “zero waste” city...

  • Seeing threat, Obama adds his weight to the presidential campaign

    Mar 18, 2016

In unusually candid remarks, President Obama privately told a group of Democratic donors that Sen. Bernie Sanders is nearing the point where his campaign against Hillary Clinton will come to an end and that the party must soon come together to back her. Obama’s remarks at a fundraising event Friday in Austin, Texas, for the Democratic National Committee highlights his plunge into the campaign fray — not only to help Democrats retain the White House but in defense of his own legacy in a political climate dominated by Republican Donald Tru...

  • Nooksack leaders disbar lawyer fighting tribal disenrollments

    Mar 18, 2016

On Feb. 24, the Nooksack tribal council gave itself the power to disbar attorneys. It might seem a curious move. Both inside and outside Indian country, that power is usually vested in courts and bar associations. But the council soon made its motive clear. At the very same meeting, the council voted to disbar its biggest foe: Gabriel Galanda. The Native American attorney, with offices in Seattle’s Wedgwood neighborhood, has been fighting for three years to prevent the tribe from kicking out 306 members whose lineage is in dispute. In the p...

  • Oil bust puts tribes, towns over a barrel

    Mar 18, 2016

Three years ago, as Forrest Smith walked around an old oilfield on the Fort Peck Reservation, in the remote northeastern corner of Montana, he spoke optimistically about the potential for the Bakken oil boom to reach the reservation and pull the Assiniboine and Sioux tribes out of poverty. Smith, the tribes’ minerals director, called the Bakken — a geologic, economic, and cultural phenomenon exploding on the Northern Plains — “a light at the end of the tunnel.” Since then, oil prices have nosedived from around $100 per barrel to, for a time, l...

  • Delegate claims giving $33,000 to children was not a criminal act

    Mar 18, 2016

The decision by Mel R. Begay to give more then $33,000 to his children from the tribal financial discretionary fund may have been a violation of tribal ethics laws but was it a crime? That’s the question posed by Begay’s attorney, Jeffrey Rasmussen, during the first day of Begay’s criminal trial Wednesday in the Window Rock District Court. Begay is still on the council, representing Coyote Canyon, Mexican Springs, Naschitti, Tohatchi and Bahastl’a’a’. He is accused of conspiring with his children between 2006 and 2010 to defraud the tribe a...

  • In Arizona, Sanders woos Native Americans

    Mar 18, 2016

PHOENIX (AP) — Bernie Sanders ventured to the northern reaches of Arizona on Thursday night, far away from the southern metropolises that house most of the state's voters but onto the land of a key voting bloc in Tuesday's Democratic primary — Native Americans. Sanders spoke before an overflow crowd of thousands at a casino owned by the Navajo Nation outside the college town of Flagstaff. Dignitaries from the tribe told the crowd that Sanders was the first presidential candidate to visit their land, and the Vermont Senator took the unusual ste...

  • A portrait of hunger on Pine Ridge - Part 6 of 8

    Mar 18, 2016

WANBLEE — Carol Two Crow has always lived on the Pine Ridge Indian Reservation, and hunger has been with her her whole life. She grew up in Kyle, but now lives in a HUD (U.S. Department of Housing and Urban Development) housing addition in Wanblee with her two sons, both of whom are unemployed. Jobs are scant on Pine Ridge, where the unemployment rate hovers near 80 percent. Rapid City, the nearest potential employment hub, is more than 200 miles away round-trip. Two Crow stands tall, maybe a few inches shy of six-foot. She wears a l...
