    WILLMAR — A Pennock, Minn., man has been charged with second-degree assault in Kandiyohi County District Court after an apparent drug deal at Casey's General Store in Willmar went awry as he was given salt instead of drugs and a tussle ensued.     A leap day tip lead to the Nisswa Police Department arresting a man on a drug possession charge. On Feb. 29, the Nisswa Police Department received a tip from a Minneapolis-based bounty hunting and fugitive recovery company that Alexander Paul Kempe, 34, was staying at the Magnuson Hotel in Nisswa and had active felony warrants for his arrest.
