An adult novelty store in Burnsville is suing the city, saying a zoning provision preventing it from selling sexually explicit DVDs is unconstitutional. North Dakota-based Enchantasys Partners 2 LLC filed a lawsuit in federal court Wednesday contesting an ordinance that does not allow “sexually oriented businesses” to operate in certain parts of the city. The suit argues the provision, applied to stores that sell or rent even a small number of items such as sexually explicit movies, books or magazines, violates the First Amendment. The com...
A decadelong quest to end homelessness in Minneapolis and Hennepin County has yielded discouraging results: The number of people without homes hasn't dropped. It has risen. There are 231 more homeless people — living in the streets, in emergency shelters or in transitional housing — in Hennepin County in the final year of the push than when it began in 2007. Last year's count found 3,125 homeless people in the county, which accounts for two of every five homeless Minnesotans. Homeless counts also are up statewide for the same period, des...
ROME — One of Pope Francis' top advisers acknowledged that the Catholic Church "has made enormous mistakes" in allowing thousands of children to be raped and molested by priests over centuries as he testified at an extraordinary public hearing of an Australian investigative commission just a few blocks from the Vatican. Australian Cardinal George Pell testified via videolink for four hours from Sunday night to early Monday morning from a Rome hotel to the Royal Commission sitting in Sydney. In the front row of the conference room were two d...
NEW YORK — U.S. Sen. Charles Schumer wants to require the Federal Aviation Administration to establish seat-size standards for commercial airlines, which he says now force passengers to sit on planes "like sardines." The New York Democrat told The Associated Press the airlines have been slowly cutting down legroom and seat width. "One of the most vexing things when you travel on an airplane is there's almost no legroom on your standard flight," Schumer said. "There's been constant shrinkage by the airlines." http://www.start...
Near record temperatures over the weekend likely spawned cases of spring fever, but the warmth also signals the arrival of something that might be even more menacing to motorists than road construction: pothole season. Those unwelcome divots and craters have started showing up around town, but early indications are that with the mild winter, drivers may not be dodging as many of those tire puncturing, rim bending, suspension damaging and wallet draining holes this year. “It’s quiet so far,” said Mike Thomke with the St. Paul Public Works Depar...
Frustrated and desperate, Genesee County health official Jim Henry did not mince words as he demanded information from the city of Flint on a 2014 outbreak of Legionnaires’ disease that had sickened 45 people in Michigan, killing five of them. In his March 2015 e-mail, Henry noted his previous efforts, which included a Freedom of Information Act request, and warned that another outbreak could be coming as summer approached. http://www.startribune.com/did-flint-s-contaminated-water-cause-deadly-outbreak-of-legionnaires-diseas...

Asetoyer, a Native woman herself, had been working on behalf of Native girls and women for more than two decades. In spite of her years of experience, one question the mother asked caught her off guard: “What should I tell my daughter when she’s rap...
